You can create an Instagram story cover in Photoshop by combining a few tools together. Refer to the detailed steps below.

Step 1: First, let's open Photoshop and set up your document. Create a new document that is 1080 x 1920 pixels, which is the perfect size for Instagram.

Step 2: Now, decide on the color or graphic you want to use for your Instagram story background. For an easy result, simply Fill a New layer with any color using the Paint Bucket Tool (G).

Step 3: Now we will proceed to add categories for the background. Download the Fineline Icon Pack and use the favorite icons to identify each category. 

Here I will add Instagram logo for Instagram templates, music icon for my favorite music and sun icon for lifestyle posts.

Step 4: Place each icon in the center of the graphic, then save and upload the result to Instagram. You can adjust the size of the IG icon as you like.

Then go to your Instagram highlights and create a new cover photo for your Instagram story. Here is the final result.
